Budget Analyst

MEETING PERFORMANCE EXPECTATIONS

SUMMARY:

Responsible for providing continuous oversight and management of the organizations annual budget. Assists in the review and preparation of financial statements and reports such as the Annual Budget, Comprehensive Annual Financial Report, and Five-year Plan.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Ensures compliance with the policies, goals, and objectives established by the General Manager and the Board of Directors.

Develops, prepares, and manages the organizations annual budget.

Works directly with departmental staff and project managers to analyze, forecast, and monitor approved operations and project budgets.

Coordinates the preparation of reports and performs analysis in areas such as budget forecasts, financial plans, governmental requirements, statistical reports, annual rates, and cash flow projections.

Coordinates with all levels of management to gather, analyze, and prepare recommendations related to activities such as financial plans, acquisition activity, business planning, strategic planning, government requirements, and operating forecasts.

Manages and performs financial analysis for assigned accounts and/or funds.

Tracks revenues and expenditures to identify issues or indicators of account and/or fund performance.

Ensures completion of all necessary entries to accurately reflect balances within approved budgets (e.g. budget transfers, budget amendments, etc.).

Reviews vendor contracts for accuracy and ensures terms are consistent with budget authorizations, project requirements, and River Authority policies and procedures.

Provides support to other departments writing contracts, bids, and proposals.

Provides interpretation of financial policies, governmental legislation, accounting theory, and customer financial regulations.

Recommends cost saving or profit generating opportunities to management regarding profitability improvement strategies.

Conducts special studies to analyze complex financial actions and prepares recommendations for policy, procedure, and control or action changes.

Researches and prepares economic reports on subjects such as rate of return, depreciation, working capital requirements, investment opportunities, investment performance, and impact of governmental requirements.

Assists in preparing agenda items and supporting documentation for presentations to the Board of Directors.

Prepares billings and other filings required by other governmental agencies according to established procedures.

All other duties as assigned.

QUALIFICATION REQUIREMENTS:

The requirements listed below are representative of the knowledge, skill and/or ability required to successfully perform the essential functions of this position.

SUPERVISORY REQUIREMENT:

This position does not directly supervise any employees.

EDUCATION and/or EXPERIENCE:

An Undergraduate Degree from an accredited college or university with emphasis in Finance, Accounting, Business Administration or relevant discipline and three (3) years of progressively responsible experience in finance, accounting or economics; or a combination of experience and education that results in the required knowledge, skills, and abilities is required.

SPECIAL QUALIFICATIONS:

Knowledge of current regulations and guidelines relating to Governmental Accounting Auditing and Financial Reporting (GAAFR); and computer proficiency in the current Microsoft Office package is required.

Must have and maintain a valid drivers license and an insurable driving record.

LANGUAGE AND REASONING SKILLS:

Ability to provide excellent customer service; ability to understand written or oral instructions; read, analyze and interpret documents, instruction manuals, policies, and procedures is essential. Strong interpersonal skills are essential to maintain effective working relationships with elected officials, agency representatives, civic groups, employees, and members of the general public. Must have experience in successfully directing, coordinating, and supervising the accomplishment of tasks by others. Must have excellent technical writing and report preparation skills. The ability to work effectively and efficiently, under sometimes stressful conditions, to ensure deadlines are met is essential.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Work is largely sedentary; must be able to sit and stand for extended periods of time and intermittently walk, climb, balance, bend, crouch, and reach while performing office duties. Regularly and safely lifts, carries, and handles supplies and equipment weighing at least 20 pounds. Occasionally lifts and carries up to 30 pounds approximately 15 feet.

WORKING ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

Work is typically performed in a well-lit and adequately heated and ventilated office environment and requires observance of safe work practices, fire regulations, and avoidance of falls, trips, and similar office work hazards. Occasionally, work is performed outdoors when visiting work sites and projects.

The stress level for this position is low and the workload often requires this position to work non-traditional hours to ensure deadlines are met in a timely manner. Must be able to perform in a small but highly professional team oriented environment.
