PURPOSE
The Adult Substance Abuse Counselor provides outpatient education/ treatment and referral services to Alaska Natives, for programs receiving Indian Health Services (IHS) funds; and is expected to work independently with supervision provided by the TAP Coordinator.
Delivers contracted services regarding the identification of and treatment services provided to adults with substance abuse problems, as defined by P.L. 99-570. This includes assessments, referrals to regional treatment centers, clinical case services, case narrative, treatment plan implementation, group facilitation, and aftercare plans and services. These review activities are to provide Quality Assurance regarding the treatment service received by Alaska Natives.
Provides clinical technical assistance and clinical consultation by phone or correspondence. Also, upon need and/or request of other service providers may provide clinical consultation.
Provides liaison function between IHS, different referral sources, health care providers, child welfare, vocational habilitation/rehabilitation, KetchikanCorrectionalCenter, the court system and other related agencies and services appropriate for adults.
Performs other related duties as assigned.
I. Is familiar with Federal laws and other applicable rules and regulations concerning the Indian Health Services systems, including but not limited to the P.L. 93-638, established policies of the Indian Health Services, amendments to the authorizing legislation and rules and regulations, etc.
II. Organizes the subject matter, agenda, publicity, meeting place/time, and any audiovisual aids and presents to the community on health, and drug and alcohol abuse prevention, as needed.
III. Compiles information and summarizes it for monthly reports to the TAP Coordinator, Social Services Administrator and KIC Tribal Council.
IV. Meets periodically and as required with the TAP Coordinator and Social Service Administrator for case management.
V. Is responsible for compiling information for the reporting requirements of the grant project.
VI. Attends meetings and other conferences appropriate to the position.
VII. In cooperation with the TAP Coordinator and Social Services Administrator, insures that all of the goals and objectives of the project are carried out as well as periodic reports to the funding agency.
VIII. Assess the needs of clients and, in consultation with the TAP Coordinator develops individualized treatment plans and evaluates client progress. Provides outpatient counseling and facilitates group sessions.
IX. Complies with the Personnel Manual policies of Ketchikan Indian Corporation.
X. Provides emergency on-call and crisis intervention services on a rotation basis.
1. Knowledge of substance abuse/dependency, family systems, treatment approaches, clinical case notation, networking techniques and process, and consultation techniques and practices to provide quality assurance, technical assistance, and consultation for adult substance abuse treatment services.
2. Knowledge of current treatment philosophy and approaches used with clients and their family members affected by substance abuse and other major psychologically disabling conditions.
3. Knowledge of clinical and program standards normally used for treatment planning, quality assurance, and resource management.
4. Knowledge of social, educational alcohol and drugs and health issues of Alaska Native people.
5. Knowledge of health and social service system programming for Ketchikan Native youth and families.
6. Knowledge of P.L. 93-638 and related rules and regulations that apply to Indian Health Services, the State of Alaska and interpret them to a wide variety of people.
GUIDELINES
The incumbent will follow Federal laws, IHS regulations and standards, ACCDPC and NCAC ethical standards regarding evaluation of service delivery and treatment programs operation. When there is an issue not clearly covered by these regulations and standards, the TAP Coordinator will be consulted.
GENERAL RECRUITING INDICATORS
1. Prefer a Bachelors Degree in Health Education, Social Services or other related social welfare or human service areas with at least two (2) years successful work experience with a federally funded program.
2. Or a Bachelors Degree equivalent in a related administrative area with at least one (1) years successful experience in the administration of a federally funded program or project that serves youths, especially Alaska Natives or American Indians.
Must have, or be able to obtain within six months, a level I State Certification as a Chemical DependencyCounselor.
