Reporting to: Chief Human Resources Officer

Scope:Responsible for all aspects of payroll internal controls and procedures, including ensuring accuracy and timeliness of payroll processing. Implement and administer employee benefits programs.

Essential Functions

Ensure accurate and timely payroll processing for all employees. Import approved timesheet data, perform necessary checks and reconciliations, prepare and transmit bi-weekly payroll to designated vendor.

Prepare and post payroll journal entries on a bi-weekly basis.

Work independently to meet strict compliance deadlines to effectively deliver timely and accurate payrolls.

Effectively manage and integrate a high volume of data from multiple sources.

Assist in preparation for year-end audit; funding source monitoring visits; month- and year-end closings.

Implement and administer employee benefits programs, including enrollment and terminations. Prepare and distribute written/verbal information to inform employees of benefits programs.

Complete data entry, maintenance and full employee benefits reconciliation reports. Coordinates health, life and disability insurance enrollments and communicates with service providers concerning routine administration of benefits.

Monitors and tracks leave of absences and follows up on required paperwork such as medical certifications, requests for extended leaves, and other required information.Prepares leave notices (e.g., FMLA leave notices) as required to employees requesting leave.

Ensures all filing and compliance requirements are met with respect to the 401k plans;Audits employee and employer 401k contributions and applicable earnings related to the plans; documents/maintains administrative procedures and policies related to compensation and benefits.

Responsible for benefits administration to include adding, changing and deleting employee information, reviewing for accuracy, liaison for managed benefits, participating in the renewal process and open enrollment.

Handle and resolve payroll inquiries and resolves discrepancies as required. Issue pay cards as needed.

Process benefit enrollments, deductions, terminations and payments or related activities as required.

Prepare annual payroll, mileage and holiday schedule.

Responsible the following reporting processes: W-4, garnishments, ACA, total compensation, and cobra.

Ensures compliance with and monitors state unemployment compensation programs. Follows up with ADP Unemployment Services to ensure accuracy.

Prepares and/or verifies 940 and 941 reporting and investigates and resolves variances identified by regulatory agencies.

Recommend benefits plan changes to Chief Human Resources Officer.

Maintain a positive attitude towards assigned work, clients, and staff, and a willingness to work with others.

Perform work in a professional manner that upholds Wayne Metros policies and procedures.

Physical Requirements and Work Environment

Clerical: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This job operates in a professional office environment with a usually quiet noise level. This is largely a sedentary role and the employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to sit, frequently use hands and to talk or hear.

Minimum Qualifications:

Bachelors degree OR a minimum of three to six years of experience in a related field OR a combination of education and experience that is similarly equivalent.

Payroll processing experience.

Four years of experience in employee benefits management and administration.

Proven ability to interpret and apply complex payroll tax principles and wage and hour laws.

Ability to work with Microsoft Office (Word, Excel, etc.) and Gmail preferred.

Self-directed, organized and able to meet strict deadlines

In-depth know of processing multi-jurisdictional taxes, benefit accruals, and garnishments.

CPP (Certified payroll Professional) certification a plus.

Experience with automated data processing software products.

Ability to communicate effectively both orally and in writing.

Good interpersonal and professional skills including but not limited to professional appearance, tack, punctuality and dependability.

Minimum Competencies:

Working knowledge of basic internet applications and programs including Google technology and Microsoft Office Word and Excel. The ability to learn and utilize the necessary programs for this position.

Ability to communicate effectively both orally and in written form.

Good interpersonal and professional skills including but not limited to professional appearance, tact, punctuality, and dependability.

Ability to provide services for those persons facing economic, social, health, age, and educational barriers.

Ability to work independently or in a team environment (as deemed necessary).

Perform work in a manner that upholds Wayne Metro policies and procedures.

Licensing and Other Requirements:

Valid driver's license and reliable transportation.

Travel Requirements:

Ability to travel to various sites.
