Minimum Qualifications:

1. BA degree in accounting or business related field and two years experience in mid-level accounting positions. OR

2. AA degree in accounting or business related field and four years in mid-level accounting position and 1 year payroll experience. Additional accounting classes and training is desirable.

3. Additional years of experience and education will be considered in lieu of BA and AA degree.

POSITION OVERVIEW:

Analyzes, prepares and inputs payroll data. Processes and reconciles insurance, tax and other payroll related expenses. Typically uses automated system to produce accurate and timely payroll. Ensures compliance with all applicable state and federal wage and hour laws and relevant grant requirements. The Payroll Accountant may also perform other accounting duties such as, accounts payable, accounts receivable and other related tasks.

BASIC RESPONSIBILITES:

  1. Process and issue employee and participant paychecks and statements of earnings and deductions in a timely and accurate manner;
  2. Maintain up-to-date knowledge of applicable federal and state wage and hour laws, OIC policies and grant regulations as applicable to payroll activities and ensure compliance with all such requirements;
  3. Enter all payroll related data necessary for proper payment into payroll system; Ensure accuracy of data input and output to/from payroll system, and manual, process;
  4. Maintain payroll systems in a manner that ensures the accuracy and confidentiality of employee and participant information necessary for proper payroll processing and reporting;
  5. Ensure the accuracy and completeness of each payroll process; including, but not limited to: employee and participant timesheets, wage computations, salary adjustments, payroll deductions, and W-2 data; and immediately correct any inaccuracies and discrepancies;
  6. Maintain and update all paid time off usage and accruals for all employees on a monthly and year-to-date basis, by type, and maintain accurate current balances and historical records;
  7. Maintain proper tracking and reporting of individuals pension records, and ensure accuracy of data;
  8. Prepare/review journal entries, account reconciliations and take other actions as necessary to ensure accuracy of payroll and general ledger information and balances;
  9. Maintain complete and accurate documentation that supports all payroll and related transactions as per regulatory requirements and OIC policy;
  10. Provide training and education to co-workers, at all levels of the organization, as needed, to ensure accurate, timely and complete information necessary to properly process all payroll related data;
  11. Provide assistance to employees and participants regarding their payroll records; assist supervisory personnel in proper time reporting, budgeting/forecasting of program costs; and use of accounting systems for monitoring and tracking of payroll and other expenditures;
  12. Maintain up-to-date knowledge of OICs payroll and accounting systems; and Provide leadership and training relative to maintaining and/or updating payroll computer systems.
  13. Monitor and maintain proper coding and processing of payroll computer system to ensure accurate processing of payroll data; enlist assistance of Information Technology personnel, when needed;
  14. Administer employee medical benefit payments and related cost allocations; identify and correct any discrepancies on a monthly basis;
  15. Prepare all necessary and required reporting to internal and external parties, per federal and state regulations, OIC policies and as may be requested from time to time;
  16. Develop and maintain positive working relationships with co-workers, management, clients, business partners and all whom you come into contact with;
  17. Work closely with OIC business partners to ensure payroll related information is provided according to OIC policy and in an accurate, timely and confidential manner, (examples of business partners include, but are not limited to: employee medical insurance companies, employment security dept., Labor and Industries; court personnel, collection agencies, auditors, monitors, consultants, investment firms, third party administrators, and vendors);
  18. Perform general accounting tasks such as tracking, monitoring and/or allocating revenue and expenditures; performing accounts payable and/or accounts receivable tasks, as assigned;
  19. May fill in for other members of Fiscal Department as needed to provide support during times of peak workload or temporary absences;
  20. Abide by all OIC policies, established procedures and instructions;
  21. Other duties as assigned.
