Organizational Description

The Alameda Health Consortium and Community Health Center Network (CHCN) are two non-profit organizations founded by community health centers to support advocacy for low-income and uninsured communities and to work together on managed care.

Position Title: Policy Director

Department: Policy & Planning

Reports To: CEO

Classification: Exempt

Status: Full-Time (Regular)

Salary Range: $100,200 to $120,700 yearly

Location: Candidate must be willing to have primary residence in California. This position is currently remote. The candidate must be able to attend meetings throughout Alameda County, CA, at any point, as needed. For licensing and tax purposes, we are unable to hire candidates residing outside the state of California starting on the date of hire.

POSITION SUMMARY

The Policy Director is responsible for monitoring, prioritizing, and responding to relevant public policy/legislation at the local, state and federal level that is pertinent to the community health centers and the communities we represent. The Policy Director represents the Alameda Health Consortium with our state and national associations, the Alameda County Board of Supervisors, elected officials, and other collaborating partners and stakeholders.

Policy Strategy, Analysis and Implementation

Lead policy prioritization and agenda development for the organization based on an understanding of health center priorities and the policy and political landscape.

Monitor County, State and Federal legislative and regulatory affairs pertaining to community health centers, examples include: Medi-Cal managed care, health center funding, immigrant legal rights impacting health center patients, and HealthPAC.

Develop and maintain existing strategic relationships with County, State and Federal elected officials and staff;

Serve as the public health policy point person for the organization, both internally and externally.

Identify, track, analyze, prioritize, influence and strategically act on relevant policies/legislation.

Actively apply the implications of current events, relevant publications and media trends in the political, economic, and policy landscape to our work.

Design and implement strategies to apply a racial justice and health equity lens to legislation.

Conduct quantitative analysis and synthesize findings on health coverage and access (U.S. Census, federal HRSA/UDS, State OSHPD, and County MICRS uninsured data).

Receive and respond to inquiries from stakeholders, including legislators and community advocates.

Executive-Level Communications & Advocacy

Present policy updates and recommendations to health center executives and staff.

Represent AHC to local, state and federal public audiences, policymakers and partners.

Disseminate relevant, timely information and action items to team members and health centers.

Lead and help implement internal and external advocacy campaigns.

Co-facilitate the External Affairs Peer Group of health center leaders.

Maintain strategic partnerships with community organizations and advise AHC/CHCN and health center members based upon knowledge gained from community partnerships.

Foster new and maintain strong existing relationships with health center leaders, government officials, community leaders, advocacy groups, external organizations and stakeholders.

Coordinate advocacy efforts with regional consortia, the CA Primary Care Association and the National Association of Community Health Centers.

Initiate and lead meetings with key partner organizations.

Develop and deliver written analyses, public testimony/comments and presentations that promote the work and policy objectives of health centers.

Provide concise policy content for external audiences, such as: policy briefs, presentations, data visualizations, content for the general public, health center policy newsletters.

Administration and Leadership

Write and manage policy-related grant applications, deliverables and reports.

Manage interns and consultants/contractors, as needed.

Guide internal teams in strategic planning.

Manage project teams, drive consensus, and deliver quality commitments on time.

Actively engage in staff development; serve as a leader and mentor to team members.

Maintain a strong professional network.

Work with other AHC & CHCN staff to maintain a team-oriented work environment.

Foster an environment that promotes diversity, inclusion, trust and collaboration for an equitable work environment.

Direct outreach activities, agency advocacy, and serve on ad hoc committees, as needed.

Manage programs, if applicable.

Other duties as required.

SUPERVISORY RESPONSIBILITIES

Supervise interns and oversee consultants/contractors, as needed.

QUALIFICATIONS

Minimum 5 years experience in health policy analysis and/or government affairs.

Understanding of health care policy, legislative process, delivery systems, financing, and coverage (Medi-Cal, FQHCs, 330 Grant, ACA, and Covered California).

Demonstrated commitment to underserved populations (e.g., low-income, communities of color, re-entry populations, unhoused and immigrant populations).

Track record of successful legislative input, influencing, and operating advocacy campaigns.

Demonstrated ability to build and sustain relationships with policymakers and leaders.

Experience managing teams, leading projects, and mentoring/developing staff.

Strong strategic planning, communication and presentation skills.

Prior experience with representing and agency at meetings with external partners.

Critical thinking skills: the ability to read, analyze, and process complex information, then draw and communicate strategic recommendations.

Proven ability to clearly and concisely communicate policy positions, analyses and actions, and influence policymakers, stakeholders and executives.

Excellent written and verbal communications skills.

Demonstrated proficiency in facilitating strategic meetings with high-level stakeholders, often with varying perspectives.

Experience managing projects including facilitating meetings and leading teams to achieve results.

Experience effectively managing multiple projects, all of which have competing deadlines and require cooperation of various people inside and outside the organization.

Ability to work professionally and collaboratively to establish positive relations with diverse individuals and organizations.

Ability to take initiative and work independently with only general supervision.

Mastery of all Microsoft Office applications (Word, Outlook, PowerPoint and Excel).

Willingness to travel to nearby health centers, community meetings and offices, as well as to Sacramento and Washington D.C. for conferences and meetings with elected officials, as needed.

CERTIFICATES AND/OR LICENSES

Masters degree in public health, health care administration, public policy or related field; or at least eight years of equivalent experience.
