Job Description

Director - Community Based Services  (Full Time)
Department: Administration/Executive

Minimum Education/ Experience:

Bachelor’s degree in Human Services (i.e., Special Education, Psychology, Social Work, or related field) and 5-8 years of experience in services for persons with intellectual and developmental disabilities (IDD) including five (5) years of supervisory experience in executive leadership/management roles.  Preference will be given to applicants with progressive responsibility and experience in Innovations programs, program development, public speaking, strategic planning, risk management, cost modeling and cost report performance, national accreditation programs, an extensive budget, and business functions.

 Hours/Days of Work:

This is a full-time position and can require more than 40 hours per week, including nights and weekends depending upon agency needs.

Pay Rate:

Salary determined by education and experience, exempt position, Range: $62K - $72K annually; Excellent health and retirement benefits package includes: medical, dental, vision, life, STD/LTD, paid holidays, PTO, Supplemental Group Insurance, EAP and 403b retirement plan.

Brief Description of Work Performed:

       I.          Essential Job Functions

a.  Organizational Leadership and Strategy

                     i.  Serve as a member of TLC's Transformation Team that includes the CEO, President & CEO, Director of Residential Services, Director of Community Based Services, HR Director, and Director of Development to develop an overall strategy for the organization and address pressing issues.

                   ii.   Serve as a representative of TLC with coalitions, including, but not limited to the Provider's Council, the Alliance Care Management Learning Collaborative, NC Developmental Disabilities Collaborative, Local Interagency Coordinating Council, among others.

                  iii.   Identify strategic opportunities for new programs and services understanding the framework of the needs of the disability community.

                   iv.   Stay abreast of policy and procedure changes relating to Medicaid and specific programs and anticipate and communicate changes to the President & COO.

                     v.  Develop annual and multi-year plans and program budgets in coordination with the program managers, including establishing program and fiscal priorities with other directors and managers, in concert with the overall strategy for programs, services and TLC.

b.  Administrative

                     i.  Responsible for the overall operation and direction of Center services.

                   ii.   Ensures all Center services serving consumers are in full compliance with DHSR, LME, MCO, and HUD requirements, etc.

                  iii.   Responsible for knowing and adhering to Center work systems and recommending adjustments for efficiency; identifies needs, develops and implements new system as needed; resolves problems involving systems efficiency. 

                   iv.   Works closely with QA/QI Manager to formulate Center policies and procedures and recommends to President & COO for consideration, modification, approval, and/or implementation.

                     v.  In consultation with technical and professional staff, evaluates existing programs and initiates changes directed toward improvement of programs.

                   vi.   Administers funds for the Center in accordance with the approved budget and establishes and monitors necessary controls and procedures for fiscal program operations.

                  vii.   Works closely with President & COO on contracts between the Center and other agencies, MCOs and consultants, etc.

                viii.   Understands, anticipates, and detects administrative and management challenges and opportunities concerning fiscal, personnel and general business activities of the Center and programs and establishes necessary procedures and controls to effectively and efficiently address any issues.

                   ix.   Ensure compliance with all policies, procedures, regulations, guidelines, and safety rules.

c.  Program Leadership and Training

                     i.  Responsible for leading a team of program managers overseeing therapy services, home and community-based services, individual and family services, applied behavioral analysis, and education services.  Responsibilities include but are not limited to recruitment, retention, initial and annual reviews, compliance for all teams and proper documentation.

                   ii.   Provide supervision and assurance of successful coordination of care strategies.

                  iii.   Responsible for coordination and teamwork between various departments/programs; serves as a strong role model for cooperation and facilitation of colleagues’ responsibilities.

                   iv.   Attend agency internal meetings as needed; attends client meetings (IPP, ISP, behavior reviews, etc.) when necessary.

                     v.  Determine, develop, implement, and analyze critical data collection mechanisms, identify and develop work tools to promote accuracy and efficiency, etc.

                   vi.   In conjunction with department/program heads, arranges, and plans for in-service requirements and staff development needs and opportunities.

                  vii.   Participate in and/or provides training as deemed necessary.

                viii.   Provide orientation training for new employees as needed; assures staff are prepared according to Center expectations prior to assuming full coverage/direct service responsibilities.

                   ix.   Assure training compliance for Center expectations, Innovations waiver, etc.

                     x.  Promote leadership development among mid-managers, supervisors, and direct workers through training and assignment of internal development opportunities and opportunities for increased responsibility.

 d.  Public Relations, Marketing, and Communications

                     i.  Attend and represent the agency at conferences, provider, and trade organization membership meetings in concert with the organization's goals and mission.

                   ii.   Provide leadership to program managers in support of marketing programs.

                  iii.   Establish and maintain effective relationships with agency personnel, local and state officials and the general public

                   iv.   Represent TLC at public events as needed (United Way, community forums, town halls, fundraising efforts, etc.)
