PURPOSE

This position will assess, develop, and produce technical solutions and/or proposals per the Association’s strategic initiatives.  The position will implement and manage member programs supporting beneficial electrification along with providing member education and outreach on emerging technologies and member-owned generation.  This position will provide strategic analytical support to the Association’s executive team and stakeholders.

 

ESSENTIAL FUNCTIONS OF THE POSITION

1.       Evaluate, determine, and apply analytical techniques to accomplish tasks.

2.       Provide technical expertise, advice, and action plans for strategic initiatives.

3.       Propose and lead various pilot projects.

4.       Develop, issue, and/or manage contract negotiations, vendor and contractor management, program administration, enrollment, member engagement, budgeting, cost tracking, and invoicing.

5.       Report and communicate efforts to include sharing outcomes from pilot projects.

6.       Develop and maintain relationships with local and regional stakeholders.

7.       Manage implementation of member facing programs, including program design, promotion, execution, tracking, administration, and process development.

8.       Promotes opportunities to increase system resiliency and coordinates opportunities with all internal stakeholders.

9.       Support rebate processing and assist with member calls as needed.

10.      Provide program management in the development and implementation of energy efficiency programs.

11.      Provide program management in planning, research, evaluation, analyses, and studies of renewable and distributed energy resources as well as energy efficiency strategies.

12.      Coordinate marketing and outreach strategies with Public Relations in facilitating member programs, solutions, and growth. May respond to public information requests related to energy programs/projects.

13.      May represent the Association in technical and policy working groups when requested.

14.      Research, analyze, and prepare reports/presentations detailing evaluations of alternative strategic, emerging technology, and financial planning scenarios for internal review.

15.      Develop various documentation to include general correspondence, reports, project work plans, program documentation, operating/financial/marketing plans, operating procedures and policy recommendations, meeting minutes, legal/regulatory interpretations, and issues, etc.

16.      Assists with technical analysis for business development plans with key accounts and potential future loads.

17.      Promotes a safety culture in which safety is a value.  This culture is based on joint and individual engagement, ownership, and accountability regarding job safety and responsibility to perform work safely and adhere to safe work practices.

18.      Performs the essential functions of the position in a safe and efficient manner.

ESSENTIAL POSITION REQUIREMENTS

Business Development Program Manager I

Qualified candidates are required to have:

-         A relevant bachelor’s degree or equivalent relevant experience.

-         Five (5) years of relevant experience.

Preference may be given to candidates with:

-         A relevant master’s degree.

-         Previous electric utility experience.

Qualified candidates must have a valid driver’s license and a driving record, which is acceptable by the Association’s Driving Policy and insurable by the Association and the Association’s insurance carrier at standard group rates.

Business Development Program Manager II

Qualified candidates are required to have:

-         A relevant bachelor’s degree or equivalent relevant experience.

-         Eight (8) years of relevant experience.

Preference may be given to candidates with:

-         A relevant master’s degree.

-         Previous electric utility experience.

Qualified candidates must have a valid driver’s license and a driving record, which is acceptable by the Association’s Driving Policy and insurable by the Association and the Association’s insurance carrier at standard group rates.

 

KNOWLEDGE, SKILLS AND ABILITIES

·         Supports a culture of safety excellence through active involvement in safety improvement and promotes a sense of shared responsibility for safety.

·         Advanced knowledge of economic and financial analysis of regulated utilities.

·         Advanced knowledge of energy management, energy efficiency, beneficial electrification, distributed energy resources, and the electric utility business in general and provide to members as requested.

·         Knowledge of utility tariffs and applicable statutes and regulations.

·         Knowledge and ability in examining technical, financial, regulatory, and political factors in developing strategic solutions.

·         Advanced skill in analyzation, system simulation, and software such as spreadsheets and databases.

·         Advanced skill in problem-solving with various issues, projects, etc.

·         Advanced skill in relationship building.

·         Skill in relevant software applications to include Microsoft Office Suite.

·         Skill in statistical methods for data evaluation, systems analysis, forecasting and corporate economic models.

·         Skill in effective and professional communication with diverse audiences.

·         Advanced ability in representing the Association with a variety of stakeholder groups.

·         Ability to self-motivate improvement based on successes and failures.

·         Ability to work in a team setting and independently to efficiently prioritize assignments.

·         Ability to facilitate cooperation between work groups and work functionally across all levels of the organization and community.

·         Embrace and embody the Association’s Core Values through decisions, actions, attitude, and behavior to directly contribute to the success of the organization.

 

PHYSICAL DEMANDS

ENVIRONMENTAL CONDITIONS

·         The work environment conditions described here are representative of those an employee encounters while performing the essential functions of this position.  Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.

·         This position primarily works in an office setting; however, this position requires some outdoor travel to various Association field sites in inclement weather.  Requires occasional work in variable weather conditions, including but not limited to rain, high winds, temperatures in excess of 80 degrees Fahrenheit and minus 40 degrees Fahrenheit, large amounts of snow, possibly over long periods of time and in darkness, etc.

 

EMPLOYMENT STATUS

This position is classified as an exempt, non-represented position; and therefore, is not eligible for overtime compensation.  All Association employees are expected to work widely varying amounts of time outside the normal shifts to assist in power restoration or other needs of the Association.
